89 Buick 2.8 ltr FI

My 89 Buick 2.8 will not drive unless I pump the gas pedal. If I stop pumping it does. I have disconnected the fuel line at the filter and when I turn the key fuel comes out. I also replaced the filter. I checked the spark on each wire with a spare plug and they all spark.
Is this a fuel delivery problem? Maybe something between the engine and fuel filter?

sounds like a weak fuel pump you would need to test fuel pressure to determine if the pump is bad should have around 40 psi key on and around 30 psi idling you may need to drive the vehicle or atleast place it under load while checking fuel pressure to see if it loses pressure.
