1989 Toyota Celica GT heater

All it does is blow cold air. Blower and dash board controls (air direction) seem to work, just no heat. What do you think is the problem and how hard is it to fix? Thanks.

Is the temp gage reading almost half?

Those years had a problem with the main control unit. Is it the push button unit?

Yes, the temp gauge reads about half normally. I had the thermostat replaced last year. Heater is the pushbutton kind. Last year about this time I had the same problem and I drove around with the heater and fan on for about a half hour and it then seemed to work, and stayed ok all winter. Tried that again this morning, but this time it didn't work.
