What is the normal temp of 1993 ford escort 1.9L engine. Is 250* too high?

Yes, definately too high. The fans should be coming on before 230* and that should bring it right back down to around 215*.

Hi/Low

Those guys have a high/low fan deal
I don't think your low is working
(The high might kick on @ 250*)
If this is so, you will eventually overheat and warp your heads
Does your temp gauge go up when stopped for more than a few minutes?
Like in a traffic jam or in a drive through and then maybe your car stalled?
Those gauges are NORMAL/HIGH and very innacurate
I have seen this year/model read @ 262* and the in cabin gauge read A on NORMAL
How did you get the temp reading?

I have a temp. gauge hooked up.Fan doesn"t come but I wired it to battery and temp still goes to 250*. Checked compression and cyl.1,2,and 3 have 120PSI cyl 4 has 180PSI.Maybe head is warped?

Wow, that's not good
Maybe I'm mistaken but I thought it was supposed to be around 200PSI
Regardless, the readings vary by more than 20 percent (way more)
You may want to have a leakdown test done
Did you try the "3 squirts of oil in the spark plug hole and see if compression increases" trick?
