Try to run the window up or down and put your ear to the door and listen. If you hear the motor running or hear something that sounds like cables being mangled then you likely have a regulator problem and will need to replace the regulator. If you dont hear anything you should remove the door panel and attempt to test for voltage as mentioned.

easiest way is to remove the door panel and take a hammer and moderately tap the motor a couple of times then see if it works, might have to repeat process 2-3 times. if this does not work then start checking for voltage. if it starts working, then the motor is bad. it may keep working for awhile but will sieze up again later.
