might check compression on the engine on several cylinders should be well over 100 psi if its low you may have a timing chain problem or possible even bent valves if the timing chain has slipped.
that is about the only other thing you need for the engine to run besides air which can sometimes occur due to plugged exhuast system that wouldnt allow the engine to breath enough to start. you should double check fire to the plugs to make sure that it is adequate spark should be capable of jumping atleast 5/16 of an inch at the plug if it cant then it will be to weak to fire the plug under compression.
if compression is low you can try oiling down the cylinders to see if it comes up because if it is getting excessive fuel it can lose compression by washing down the cylinder walls
and if the plugs are soaked and wet with gas start with a new set after you have checked compression and spark this will help a flooded engine start.
you may also want to take a fuel sample in a jar to see if it seperates and to check the condition of the gas.
any work been done to the vehicle before this problem?

update

ok, car is getting spark, getting gas to the carb. plugs however are dry ?
carb will not take gas when throttle is held wide open upon starting.
ANY other input would be great.

I dont have compression tester yet, going to borrow one, and also timing light.

not sure what you mean when you say carb will not take gas when throttle is held open.
if it has a carb you should be able to open the choke and look down the carb and see it spray fuel each time you open the throttle if it is not spraying fuel you could try to start it on carb cleaner to see if the vehicle will start and run for a few seconds, if you are getting good fuel flow to the carb but dont see any spraying when you look down the carb and actuate the throttle then you have something wrong with the carb maybe a accelerator pump or stuck needle and seat not allowing the carb to fill with gas.
