Thermostat, radiator cap, Heater

Bought a used '92 G20 van all decked out. Previous owner says car never got warm enough to be comfortable in Wisconsin winters. The dash gauge barely gets over the 100 degree mark. Radiator is full of 50-50, the overflow bottle functions properly, heater fan controls all work. There is also a trans cooler up front. How can I avoid cold PA winter temps inside the van?

My guess would be:

a: It HAS no thermostat installed.
b: It has a thermostat with an incorrect temp rating.
c: It has the proper thermostat but is stuck open or partially open
