fuel pressure drop

Hi guys, have a 1995 dakota V8. It losses fuel pressure after sitting. Will crank for a long time, then will start when cold or sitting for about 45 min.

I hooked up a fuel pressure gauge, 40psi running(normal according to manual), but will drop to about 5psi within 5 seconds, after I turn off engine.

Cannot find any fuel leaks, I assume its the regulator,. How do i know for sure? Its mounted on the tank. Or could the injectors be leaking? (it doesnt flood after restart, so i dont think thats the case)

Fuel pump sounds normal

usually it is bleeding back through the fuel pump check valve and it likely comes as a whole unit such as a fuel pump module.
