1996 Ford Explorer Sputtering

I have a 1996 Ford Explorer with the base engine and automatic transmission. Whenever it rains overnight I have problems driving the Explorer the next day. If I press the accelerator down even half way the engine starts to sputter. I'm not sure if this is the right term but I hope you get the idea. I hear the engine revving but the vehicle doesn't move any faster. Then it sort of lurches forward a bit and then goes back to sputtering. It stays like this for about 15 minutes before it finally starts to work properly. As long as I don't try to accelerate it doesn't sputter. It is sort of dangerous because I can't get over 40 mph when the Explorer is in this condition.

Any ideas on what could be causing the problem and how to fix it?

sounds like it may be an ignition problem you may start with new plugwires and spark plugs.
