Heat On

I have the 1996 Ford Ranger. Is it nomal? when I turn on the heat and the A/C cluck kick in for about 10-30 second then go off for ablout 1 or 2 min then do it again.

it is normal for the compressor to kick on and cycle if any defrost mode is selected. the cycling time of the compressor is dependent upon several things such as ambient temperatures, whether warm air or cold air is selected and pressures of the a/c system.
if the compressor is only operating in a defrost or a/c mode and the a/c seems to be working adequately, cooling the vehicle on a warm day, it is a normal condition that you should not be concerned about.
