im fixing up a 1983 toyota tercel and when i start it, it starts fine then the rps start to go up and it doesnt stop going up untill i turn the car off. can anyone tell me what is causing this?

Either one of 2 things:
Fast idle cam stuck, hold throttle part open and move the choke plate. You will see a rod attached to a cam that should move freely. Clean up with some choke cleaner spray.
Stuck secondary, Carb bore other than the one with the choke plate. Spray carb cleaner down the bore and hold throttle part open and take a screw driverer and "work" the secondary throttle plate back and forth.
ALL THIS DONE WITH THE ENGINE OFF!
