Angry overheating

Hate to write a story but I'm stumped, My girlfriend put tap water in the overflow tank(topped it off), and i live in Chicago and of course it froze into a block of ice, well i took it out and thawed. The next day the car is starting to overheat, so i replaced the thermostat, I drove the car for one hour with no problems, but the temp gauge would fluctuate more then is normal but it got better with time, I shut it off for about two hours and then when i got back in it,within about 10 minutes it overheated again, please help......shes driving my truck! Oh yes, it's also blowing hot and cold air. 93 cougar.

Why did the reserve have to be filled in the first place? Find out where the coolant is disappearing to first. That may lead you to the problem. make sure she didn't already overheat it severly enough, because of the low coolant,to blow a head gasket.
