Should remote keyless entry when engine is running?

I own a 2001 Chevy Express van with remote keyless entry. My remote does not always work. I have changed batteries and I have been to the dealer a couple of times. Once they reset the computer under the dash. Another time the remote worked fine for them, of course. My question is, should the remote work with the ignition running? Should it work with the alternator on? If I wanted to start my van to warm it up and lock it and come back in a few minutes shouldn't the remote let me in? My remote works sometimes with the alternator on and never with the ignition on.

The year of the car would help.

On my 99 Tahoe the keyless entry works with the engine running.
