Toyota Camry 97

Hi all,
My Toyota Camry '97 has 22MPG when running in the local roads. Is it normal?
and it seem too hard starting in the morning. In the first 30 seconds after starting the engine runs at 800 rpm, then it runs at 1800 rpm in the 30 -45 seconds. After that it runs at 700 rpm this is the normal rpm when the temperature of engine is normal. This is difference before : after starting the rpm of engine is 1800 and slowdown after 30 - 45 second and runs at 700 rpm when the temperature of engine is normal. I don't know how it is ? Can you tell me which parts has problem or has to repair.
Thanks.

Have you checked the coolant level? Some Asian vehicles don't idle properly if they are low.

22 mpg with local driving is pretty good.

Your Idle Speed control valve is sticking, you could try spraying throttle body cleaner thru the passages to clean it.

Remove the air intake hose off the throttle body and start the engine, spray in the bottom slot where you hear air being sucked in.
