Can't really repair them but if you wish to replace call around for prices on the headliner and for prices for the headliner installed you may be suprised. It may not be worth it to do yourself. If it's just irritating you remove the fabric and vacuum some of the adhesive away.

What type of vehicle johnny joe?
Although I agree with davo, get some prices first, there are some kits for certain vehicles that make it easier on the DIYer

You can get a brand new one professionally installed for under $100. It's not worth trying to patch it up.

In Florida
Over the years I've made many a road trip to FLA in "who's car needs a headliner?"
I kid you not!
That's how we chose which car to take
The last one quotes around here were $279-$398
I think it was $75 in Bradenton

Had an 83 Celebrity with a sagging headliner years ago. I took it out and sprayed adhesive spray onto the ceiling and it held for a long time. Seeing as how it was a $150 car, it wasn't worth much more effort than that.

Yeah, that's about right around here too.
