A/C problems

When I turn on my a/c in my 99' Honda Civic EX it blows out cold air, but then the fan starts to die down, the air blowing out gets less and less, like a battery losing power, and then there is no air blowing out. After about 15 minutes it starts working again, but still repeats the same process. Relay bad? Any ideas? Fan doesn't blow at all now, could it be a fuse?

Sounds more likely that the motor is going out. If it were a relay it would most likely click on and off intermittently not slow and go.

Check the plenum drain to be sure it isn't plugged. There remains the chance that the evaporator core is freezing over. I don't normally work on imports so I can't be sure of the strategy of your system.
