In some states which have annual inspection, you may have a "little" problem, also if the fog lamp container says "for off road use only", they will not pass yearly inspection, there are blueish light bulbs out there that are OK for on the road, you can tell by if the bulb fillament is blue is OK and if the lens(glass) is blue it's for off road only.

Not too many Cops stops you(depending on state laws) for just a blue fog lights unless they are(lamps) aimed too high and or vehicle is swiveling (unsafe manner) from left to right and or speeding, then they(cops) might get you for that blueish lights too.
