Charcoal filter for gas tank

I do not know a lot about auto repair, but isn't there a charcoal filter for the gas tank. Can this go bad? where abouts is one usually located. I have a strong smell of gas coming from my car. I do not see any gas leaks coming from the front or rear. Someone mentioned about a charcoal filter gone bad.
What are some opinions.
