Toyota Heater Problem

I have a '95 toyota 4runner,the heater blows out cold air when set on the fresh air setting,it seems to be ok when on recirculated air setting. The rear heater works fine as well. The engine has new coolant and thermostat was replaced 6 months ago.

The temperature gauge is about midway,or normal, but seems to take a little longer to get to this point than it should. Thanks for repsonding!
