Please Help
I am having problems trying to fix my wife's 1996 Toyota 4Runner. When I tried to put the key in to the ignition switch, the key and lock cylinder turned effortlessly without any clicks. I went and bought a new key and lock cylinder from the dealer and installed it this morning. Unfortunately, I am still having the same problems even after the installation of the new cylinder.
Could it be the ignition switch? And if so, how do I take it apart? The housing has two nuts that are impossible to unscrew. I believe they were designed for anti-theft reasons. Any advised? Or is there a specific way to install the cylinder? I am pretty sure I installed it correctly.

Remove the electrical switch off the end of the lock; see if the column lock mechanism turns. The column lock may be broken.
The anti-theft bolts must either be drilled or tap around with a hammer and chisel.
