It vents blow-by gasses (blows-by the pistons) back into intake so they can be burned
The most common symptom of a bad/clogged one is rough idle

You can pull it out and shake it, hear if it rattles
If not it may be sludged up, and carb cleaner bath may help
Also with the valve in place and the enging running, pinch the hose and see if the idle drops (like 50 RPM)
If it does that means it's time to replace it

It should be reasonably priced and easy to replace

a pcv is a must have...

...without it the engine will build up those gasses in the crankcase...which are pretty volatile. if they get ignited, all kinds of stuff can be damaged.

and FWIW...when you pinch the hose to the valve off...you SHOULD get a drop of 50-100 RPM. this indicates the valve is working. also...don't bother cleaning it, just replace it, it's a maintenance item and it's calibrated to that particular application so if it's sludged up inside...even if it rattles, the orifice is not the right size anymore. also...like spark plugs, some engines just don't like different kinds of plugs; some don't like aftermarket PCV valves...

Ooops
Sorry...coffee hasn't kicked in yet..
Let's try:
If the RPM DOESN'T drop, that means it's time to replace it
