1996 Ford Explorer - no power to AC compressor

1996 Ford Explorer - no power to AC compressor
The a/c worked last summer but now the compressor does not cycle on. I disconnected wires at compressor, restarted car w/ a/c on, checked both wires with voltmeter, but no power to either wire.
I checked fuse block on side of dash by drivers side door and the one under hood by Master Cylinder and all fuses are good (I don't have wiring diagram). Is there a fuse or fusable link somewhere?
System is low but not out of refrigerant.
Any ideas???

The low pressure cut-off switch is designed to prevent to compressor from running when low on refrigerent. The switch is mounted atop the accumulator and can be identified by the electrical wire going to it.
