Brakes hard to push

I have a 1992 Plymouth Gran Voyager with ABS. Over the past week the brake pedal has gotten harder and harder to push untill I no longer feel safe driving it. I have checked the rear shoes and front pads and they still have plenty of wear left. I have checked the brake fluid and it is full. Something seems to have leaked over the cover where the brake fluid is but I don't know what it is. Any ideas? Does the whole Hydrolic system at the master cylinder need to be replaced? Any ideas would be greatly appreciated and I thank you in advance for all coments.

you should see a shop for a diagnosis if its regular vacum assisted power brakes, if it is electric power assist suggest seeing dealership.
