Clear codes, disconnect for a few minutes. Retest and test for hard codes. I belive these have an EGR sensor, or mabe throttle position sensor possible problem

TPS already new. Is the throttle/pedal position sensor the same as the TPS?
What is code 1406? Cannot find it in my book. thanks for all input.

TPS is throttle position sensor.
Check the EGR sensor, a hose maybe plugged or off. Also you may have to replace sensor. New part is around $100.00

Sensor is part of EGR valve. Valve is stuck open, remove and clean the pintle and see what happens. If that don't fix it, time for a new valve.

1406 is a DPFE (EGR sensor) not an EGR code. You will see a couple tubes on the exhaust manifold, follow them up and you should see the sensor.
