84 ford f250 6.9 starting problem

I just got the truck about a week ago. It takes a long time to start up no matter what temp the motor is at. It has all new glow plugs and the light works. It does start back up after just turning it off. I heard that a fuel return valve may be bad and the fuel runs back into the tank after a few minutes. Any advice?

I've already hauled with 8,000 GVW and the only differance is in the braking. This motor is solid. I had to put a new starter in it. I figured all that cranking would eat it up. Starts right up now when it's warm. OK, Where is the glow plug relay? What's it look like?

It's the round starter solenoid looking thing on top of the motor.
