Carburator Question

I have a 1985 1.6 L 4AC engine. When I depress the gas pedal the butterfly choke plate should open up - yes? So, does it open mechanically (springs, etc.), directly connected to my stepping on the gas pedal, or does it move from air flow created by a vacuum? In other words, will the choke plate move if the engine is NOT running?

It's called the choke unloader adjustment. At full throttle it will crack open about 1/4. It's purpose is to start a flooded engine.
