I have a high idle (1700rpm) when first starting and after it is warmed up.
It will settle down to 700aprx then once you start driving it is stuck on 1700rpm until you slow down to almost a stop.What is wrong?

Sounds like the Idle Air Control (IAC) motor is on the way out.
It's located on the throttle body, has an electrical connector and two 8 or 10mm bolts holding in in.
Seem to remember it's about $80-90 from Ford.
Before replacing it though, you might want to clean the carbon buildup of the inside of the throttle body first.
And yes, I know, Ford doesn't recommend cleaning the throttle body because of the coating on it, but I've done it many times with no ill effects.
