Major Electrical Problem?

OK have 1992 Nissan Sentra 4 dr /w AC Rear Def , power seat belts. automatic

I recently had to replace a battery because it's been in the garage for a few years unused. But this problem started before I got the new battery.

When i turn the key to acc, the following items won't work or seem to have no power to them

1. Clock, but backlight comes on
2. Radio won't turn on
3. Horn won't work
4. Power Sealt belt won't engage
5. Dome light won't come on
6. Winshield wipers won't work

I have checked all the fuses under the dash and all are intact. None blown. The car starts fine and the head lights turn on.

Any solutions?

Do these things listed work nomally with the key in run. Do the horn and dome light work without key in ignition? Have you noticed anything else that the acc position is causing trouble with?

No

No , nothing works even when the car is running. I've read somewhere about relays and ECU whatever that is. I wonder if I've missed anything.

Check the fuses under the hood.

It could also be a blown fuse link under the hood.

Fuses Under Hood

I've check the fuses under the hood as well, the ones that look the same as the ones under the dash look fine, but there are some larger ones that look like a plastic block which i can't tell if it's blown or not.
