Rear Passenger Wheel Locks up

Rear Passenger Wheel Locks up
I have a 1994 Pontiac Grand Am with ABS. My boyfriend changed my brake pads in the rear and ever since my rear passenger side tire locks up and skids. He replaced the wheel cylinder but that has not rectified the problem and it appears to be getting worse. Could it be in the Master? or do the brakes need to be bled a certain way. Its like all the juice is going to that one tire. He tried tighten both rear tires down (that screw thing) as far as they would go, now the backs work more then the front and we still have lockup. Please help...SNOW is coming...thanks
