How much play in the steering?

Hey Guys

How much play should be in my steering? With the car off and jsut sitting still and can turn my wheel about 20 degrees both ways with no effort and with little effect on the wheels. This is EXTREMELY irritating while driving.

ALso, is creaking while steering at low speeds normal for winter?

Thanks

EDIT:

95 Ford Escort w/ 130k miles. New CV joints. (700 miles or so)

The outer tie rod ends are a real easy DIY project. Easier than an oil change. After you have done it once, then you are an expert (it's that easy). If you need inner and outer tie rod ends then I am not sure if it's DIY. Either way you need an alignment afterwards. If you really went that far on the roiginal tie rod ends it's amazing that they didn't break completely on you. Get MOOG replacements, they will have the grease fitting on them. It will make a big difference!
