heater won't blow warm until car moves!

I have a 2000 Chrysler Cirrus that I park outside without a garage. I have always started the car 10 to 15 minutes before we leave so that the windows will defrost and the interior will be warm when I load the kids in the car.
Since the weather started getting cold this year, though, no matter how long I let it idle, the heater won't blow warm air until the car is moving. The temperature gauge shows that the engine is warm but the heater still blows cold air! Once we get moving down the road it stays warm.
What gives?

See the post below entitled "Heat only when acclerating" by Saturday Mech. I believe his car is a Dodge Stratus with the exact same problem. Several people have answered his question.
