Noise

There is a fuel pump shutoff back there that might be clicking.

Don't know how the Taurus is set up, but could it be the power antenna trying to go up or down? My Camry does the same thing. The antenna motor runs briefly when you start and stop the engine, but the antenna itself is slightly bent so it doesn't go up or down.

vapor storage canister

If it is under your spare tire the book shows it to be a vapor storage canisterit does have wires going to it as well as some hoses.
