84 plymouth voyager brake ?

A week ago we had a brake line let go, after replacing while pumping up the brakes, another one let go therefore we just replaced all the brake lines on this van as my daughter will be learning to drive in it. So upon bleeding the air from the lines, there is now a hissing sound as the pedal is pressed. There is some pressure there however the pedal does lower not quite all the way to the floor still, any ideas, could this be the power booster or master cylinder?
I want to make sure that everything is ok before she drives it. It is a 2.2L

Just to update....

It was the power booster causing the problem, there was a small leak.
