Flaking clear coat, 87 mustang

Flaking clear coat, 87 mustang

I picked this car up used, and the clear coat is flaking on many areas. It seems like its a pretty thick coat. I would like to get a basic (cheap) paint job on the car, but I know this needs be taken care of before I take it somewhere. If I can do something about this myself I will. Any suggestions on how to address this? Do I just sand around the flaking areas, or should I sand and primer the entire car. Thanks.

I would price the job at a couple of places. Even cheapo jobs should include some sanding to prep the surface so you may not be looking to save any money by working on it ahead of time.
