Emission test Failed - 91 Accord EX

Emission test Failed - 91 Accord EX

Having trouble getting my 91 Accord to past emission test.
I had gotten a oil changed pryer to the test being done.

My first test failed with following results:
Drive Test
HC ppm - Limit 64 - Reading 2164 - Fail
CO% - Limit 0.35 - Reading 1.62 - Fail
NO ppm - Limit 727 - Reading 276 - PASS
Curb Idle Test
HC ppm - Limit 200 - Reading 155 - PASS
CO% - Limit 1.00 - Reading 0.03 - PASS

Changed Spark plugs and cleaned throtle body and retarted timing a bit. Also put in higher octane gas.Got the following results:
Drive Test
HC ppm - Limit 64 - Reading 118 - Fail
CO% - Limit 0.35 - Reading 1.61 - Fail
NO ppm - Limit 727 - Reading 501 - PASS
Curb Idle Test
HC ppm - Limit 200 - Reading 73 - PASS
CO% - Limit 1.00 - Reading 0.01 - PASS

Not sure where to go from here. Do I replace the Oxygen sensor or do I replace the catalytic converter or do I need to do both or is there something else I can do to get this car to pass.

Before you go to next step replace pcv valve and air filter element, keep using premium gas for at least 2 more tanks, why retard timing ? ( sorry not an expert here ) .
Some engines benefit from a good run on the freeway at least 30 minutes at 55 mph or above, carbon deposits get cleaned out the exhaust system.

Yeah, I am also curious about the retard on the timing. The air filter should probably be replaced. If the oxygen sensor is more than a few years old, you may want to change it.

Retarding the timming will burn more fuel witch inturn will lowers the emissions. I removed the air filter before getting the second test done. So there was no restricion of air going in.

Got advice by a friend who is a mechanic and he said to dive the car till there is very little gas left and then put $5. of high grade gas and 8litres of Methyl hydrate and then go and get the Emission test done. Will be trying this out in the moring will post the outcome when I get them.
