'97 LeSabre A/C vents not working

The A/C works, and the vents on the dash and on the floor blow cold, however the center vents will not blow, which causes the car to take a very long time to cool off? Any suggestions as to waht it may be? Heard that it could be the programmer or actuator. Any other thoughts?

My Dodge had a similar problem and wouldn't you know, when I was freezing this winter, the panel vents would not let me blow nice hot air in my face. I discovered simply by accident one day, that a thin harder-type plastic vacuum tube that comes off a bigger line by my brake booster was broken off. I cut off the broken end and reinstalled and my problems were over.
