Bolts not coming off
I have a 1999 Honda CRV. I am trying to take the Heat Shield top and bottom covers that go over the Catalytic Converter. Unfortunately 3 out of the 4 bolts are strip or frozen. I tried a 12 Volt drill to drill a hole in the 3 bolts I cant get off. The drill barely makes a hole and cant seem to drill through. Please advise best way or tool to cut or drill or just get these bolts off?

What kind of head is on the bolt on the underside where you can get at it, and how is it secured on the top?; a nut?...or, just the bolt threaded into some other piece of metal?
By stripped, do you mean that it just spins in circles but won't back out? And by frozen, you mean that it won't turn? Can't advise on this till we know the head type of the fastener?

Perhaps you can get a hacksaw blade between the two cover halves and saw the bolts in two?
How 'bout grinding away the nut or boltheads (whichever are down and easiest to get to?
In the future, whenever working on exhaust parts, try a bit of liquid wrench first. This sometimes disolves enough rust to you can turn the bolt, or nut. Usually it doesn't though.
Just some thoughts.

Yes this is on underside and the top part has nut on it.

If I use a Drill would it maybe be better with an 18 volt drill and brand new sharp drill bits?

I have had good luck with cutoff blades in this situation, a air powered end grinder with a cutoff blade can be very useful in hard to get at spots. Be careful though as those cutoff blades throw a lot of sparks and debris, so be sure to wear your gloves and safety glasses

I am replacing the Heat shield.
I dont have a air line so I will have to use electrical.
Will an 18 volt drill with new sharp drills be something to consider?

I would worry less about the actual drill motor and just get a good quality drill bit. Some of the cheaper bits are not quality and dull too easily. Drill slowly and use a very considerable amount of pressure when drilling.
