Anytime a cylinder head is removed from the vehicle it has to be inspected to ensure that it is not warped and is perfectly flat. A machinist really is the best equipped person to determine whether or not a head is warped. A warped cylinder head would potentially give you the same result as a blown cylinder head gasket. As to whether or not a cylinder head has to be rebuilt depends on how badly it's warped. You can only shave a head down so far...after that it's toast. It's worth having a machine shop make that determination since a new(remanufactured) cylinder head tends to be very expensive.
