Subaru Timing Belt Cover Leak

My 92 outback legacy/2.5L is leaking from the case in the front behind the pullys. Is this the timing belt cover? The rubber gasket seem to be bulging out of the case.

Talking leak

sounds like u have a leaking water pump , i believe these pumps are timing belt driven and are behind the cover.

Leaking oil or water? Water would likely be water pump as smogman suggested. Oil could be camshaft seal.
