Why is interior fan of '90 Civic not working?

Hello all, I have a 1990 civic hatchback that has an interior fan that works some times and doesn't work others I can't seem to diagnose what to look for. I'm thinking can't be a fuse even I looked and all are good. I'm sort of thinking it either could be tyhe actual lever that controls speeds of fan, the metal conectors are dirty maybe... or a frayed wire somewhere in the system but I was wondering if anyone could maybe give me insight in to what to look for. would probably check the blower resistor it is probably near the blower motor under the passenger side dash held in to the ac/heater box with a couple of screws when they go bad you usally lose on or more of the low speeds high usually still works.
might also check for power at the blower motor using a test light could be a bad blower motor that can work part of the time or try tapping on the blower motor if it starts its probably bad.
