1995 S-10 Electrical problem

I have a 1995 S-10 4 cyl 5 speed. The battery keeps going dead. It's a new battery and the alternator is putting out about 14.5 volts. I determined that I have about a 3.5 amp constant drain on the battery by putting an amp meter in line with the battery. The drain stops when I pull the "horn" fuse. Is it safe to assume that the problem is the horn relay or could there be another problem associated with the horn circuit?

If the horn emits no sound replace the relay. If you replace the relay and it is on constant the problem is in the steering wheel. Check to see if you have dual horns and are grounding out on the radiator support. Thats all folks.
