97 Ford Taurus Troubleshoot Help

It appears that someone had siphoned fuel from my tank, as a result the fuel gauge only registers between full and half tank and I assume that is due to the siphon tube damaging the fuel level sending unit, but the other problem that arose simultainously is that I can't fill the tank at a normal rate, that is the full flow from the service station pump. I can only fill at a rate of about 1 GPM, oterwise it backs up and kicks off the fill nozzel. I have pulled the fill and vapor lines and found no restrictions to the tank and the check valves are all in good working order. Does anyone have any sugestions before I pull the tank?

Pull sending unit housing with pump. I bet the hose they used to siphon fuel damaged the float valve so it's stuck closed, or partly closed.
