Stuck in diagnostic mode

Stuck in diagnostic mode

94' Taurus 3.0 L 160 k miles

On cold starts like the first in the morning the car runs as if I am, pulling engine codes and doing the KOER test. The car will start and the idle will speed up and slow down and the CEL will flash 3 times. After that is drives fine. If I just turn the key to run and not start, I DO NOT have the constant CEL as expected. The fuel pump will start and stop and the cooling fan will start and stop as if it is doing the KOEO diagnostic and then the CEL will flash as if giving codes.

The same thing happens on maybe 20% of the balance of starts through the day. Again, it drives fine.

My jumper wire is safely stowed in my glove box.

Any ideas? Since it drives ok, I am not losing any sleep over it. My only concern is the annual emission test due by the end of December.

That's a weird one. Have you tried disconnecting and reconnecting the battery?

Comes under the category of "couldn't hurt"; not real optimistic it will cure it, tho.
