1996 Chevy C1500 starting problems

My truck won't start without starter fluid but once it's running it runs perfectly fine. It idles fine and doesnt chug. It turns over fine, its not a problem with the battery or starter. I can hear the fuel pump on and I just replaced the fuel filter. So I'm thinking that it may be a bad TBI unit?

You probably already did this, but this is my thought.

I would check each vacuum line because a leak in one of them could cause this problem, plus it's pretty easy to do. Since it could be a hiddlen vacuum leak somewhere along the line or at it's destination, I'd plug them one at a time (at the intake manifold) and crank the engine briefly to see if plugging one results in the engine starting.
