Question Help: A Loud Deep Whinning sound From Engine

1992 Ford Explorer 90500 miles. The engine has a loud whinning noise. Once i get over 10 MPH, It is pretty loud, I have been told it could be the ball joints or maybe the alingment. Ive done a little research and it could be the axel barrings. Please help, if its not one of these or any. Or you know what it could be. it also has an RPM problem where the RPM is staying at 3000.

Could be an alternator bearing. If you can, remove the alternator belt, start the car, see if the noise is still there.
