torque converter not locking up?

torque converter not locking up?

98 Plymouth Breeze 2.0L auto 2.0L 70K miles
Once the car becomes "hot" (after being driven for several miles), at about 50 mph torque converter kicks in and engine rpm goes down from 2100 to 1900. But this doesn't happen when the car is "cold", I mean the first 3-4 miles, regardless of temperature. (Recently, temperature has been in the 70's-80's here in Florida.)

I changed transmission oil/filter. Still the same. I tried slow acceleration. Still the same. Is the torque converter going bad?

This is normal. The torque converter will not kick in until the engine is warmed up.
