98 Winstar Overheating

This 98 Windstar had low energy front damage, no visible radiator damage. Runs fine except in stopped traffic, then overheats. Looks like the radiator fans are not working, even at high temps. 60amp Max fuse is blown (don't know if it is a fan fuse though, manual long gone). There must be a thermostat to turn them on, is it in the fans themselves? a separate sensor? a relay? Any suggestions are welcomed. Thanks.

A 60 amp fuse would probably be about the size of a shotgun shell. Are you sure of the amperage. If you trace the fan wiring, it will usually go to a sensor in the engine block. Other wire(s) may lead to the air conditioner, as the fans usually come on when the air is on. A wire could have been pinched in the collision so go over the wiring.
