Did you get the two thermostats at the store? If so that brand could have had a bad run. Was the car doing this on the first thermostat you took out. When you say it cools down going down the road is the engine cooling down or the heater?

no heat

did you buy your thermostats from autozone or advance auto parts.ive bought nothing but junk from them in the past, and the worst thermostats anyone can buy are"value craft"and the parts people dont like to tell you that until after you buy,and install about 2-3 of them and take them back complaining.but they dont care cause they are going to keep selling you more antifreeze and gaskets and makeing money from you each time you go back to them.id suggest a diffrent parts store and not a value craft theromostat and maybe you might try flushing out you heater core too.

See if the is a small nut or screw on top of the thermostat housing. If so, it is a bleeder valve and you must "burp" the system to get the air out. Open the valve and add coolant until it runs out the valve. Then close the valve and you should be good to go.
