I am trying to find where a wire goes for the fog lights on my 1994 gmc safari. One wire goes to a ground the other wire is not connected (this is under the hood)

Is this wiring coming off the fog lights themselves, or the harness from the switch?
If it's from the switch, that other wire most likely needs to be on a relay.
Your fogs should be wired like this is you buy aftermarket type, or to bypass OEM.
Fogs (both) - ground both black wires to chassis
Fogs (both) - hot(s) wired together to hot wire from switch.
Fuse panel- hot wire from fuse panel to switch
Make sure you choose proper fuse location with the same AMP rating of the fogs or else you have a fire waiting to happen. It would be appropriate to have a inline fuse installed as well.
