On most vehicles I've seen the safety switch is on or near the top of the clutch pedal. Does your key have a chip on it? The reason I ask is I've spent all day today working on a LeSabre only to fid it was the chip on the key.

So your starter is new
Is the solenoid new as well?
You cant get it to engage when crossing the solenoid? It should. Make sure it is out of gear when doing this.
I would pull the starter off and bench test it with a pair of booster cables and find out why the starter drive is not coming out.
If it is coming out, then look at the flywheel ring gear for missing teeth.
Coming back to why the starter wont work, when you cross the solenoid, do you do it from the ignition wire (purple I think??) to the large battery positive or just "JUMP" the solenoid from large battery wire to the large armature bar going into the starter??

If the starter works when jumped, the problem has to be in the igntion itself.
Or if it has one of those anti theft cards next to the brake release. check to make sure it is in the slot if not use a razor blade it is the perfect size
