There are no window relays. Do you mean fuse?

What is the problem you are having?

I checked the fuses and all of them are okay. The problem is the window goes down fine... but comes up part way and stops. After a short period of time the windown will come up a little bit more and if you wait longers, the window SOMETIMES comes all the way up... but not always. It thought maybe it was a weak relay? But i'm not sure...

It could be a sign of a weak motor/regulator.

Spray some silcone or WD40 down in the window tracks. Move window up and down, and spray some more.

If that has no results, replace window motor/regulator.

If you have a multimeter handy, you can Ohm out the window switch.
